Gov Udom Charges New Permanent Secretaries On Digilence And Patroistism


Governor Udom Emmanuel, Wednesday swore in six new Permanent Secretaries into the state civil service, tasking them on diligence and patriotism in the dispatch of their duties.

The swearing in ceremony which took place at the executive chamber of the governor’s office was well attended by commissioners and top government functionaries.

Governor Emmanuel who had personally conducted an interview for the selection of the new Permanent secretaries expressed a strong belief in their potentials to deliver in their duties, urging those who could not make it to remain patient and supportive since everyone could not have been appointed at the same time.

He tasked the permanent secretaries to take their work seriously delivering their duties without any discrimination as to ethnicity or social class.

“Let me also say this, as permanent secretaries your role is very critical, I like what you swore in your oath of office; “that I will not allow my personal interest infringe on official conduct and official decisions… and I just pray that that will be the experience that I will get from all of us.”

The governor further reminded them of their affirmation that, “I will do right to all manner of people.” Please let us all remember we all swore to this as well; from governor to commissioners everybody have sworn to that: “to all manner of people,” which means you give everyone attention, irrespective of ethnic group and other inclinations.”

Governor Emmanuel insisted that the job of a permanent secretary is tasking as they are to see to the day to day running of the ministries, as well as serve as the bridge between the government and the civil servants.

“Let me also make something very clear, the commissioners are the political heads, but you are saddled with the responsibility of the day to day running of the ministries while the commissioners remain the political heads… it makes you the closest persons to our civil servants; you are that interface between the policies of government and the civil servants.”

While commenting on the pedigree of the persons chosen as permanent secretaries, he hinted that the secretaries were chosen based on merit as against any other consideration.

“As much as I would have loved every local government to have a permanent secretary, I will not go and pick a level 8 officer and make that person a permanent secretary, it is not practicable. There are some local government you can’t even have someone qualified for the interview, as our minimum requirement was Grade level 15.”
